Ideal gas equation $PV = NkT$

N=\frac{PV}{kT}
$
Since for both the gases pressure $P =1$ atmosphere temperature $T =0^{\circ} C =273 K$ and volume $V =1 cm^3$ and Boltzmann constant k are same hence in both the gases number of molecules are equal.
