Explain the concept of circulation of labour.

Circulation of Labour:
  1. Due to green revolution in prosperous regions, the demand for seasonal demand of agricultural labour increased and a pattern of seasonal migration emerged.
  2. Migrant workers come mainly from drought prone and less productive regions and they go to work for part of the year in farms of Punjab and Haryana or on brick kilns in U.P.
  3. These migrant workers have been termed ‘foot- loose’ labour who don’t have many rights and not even paid the minimum wage.
  4. Wealthy farmers prefer to employ migrant workers as they can be easily exploited and can be paid lower wages. This preference has produced a peculiar pattern where local landless labourers move out of the home villages in search of work while migrant workers are brought in to work in the local farms. This creates circulation of labour.
