How is a Legislative Council formed ?

The upper house of the state legislature is called the Legislative Council.
  • The members of the Legislative Council arc elected by the constituencies of the local self-governing bodies, registered graduates, electoral college of secondary and higher secondary teachers.
  • To be a member of the Legislative Council, candidates must be $30$ years of age or more and should be an Indian citizen. The Legislative Council is a permanent house.
  • Each member of the Legislative Council is elected for a term of six years. One-third members of the legislative council retire every second year. The stale decides whether to have a Legislative Council or not.
  • In India, there is a Legislative Council in the state of Bihar,Maharashtra, Uttar Pradesh, Karnataka, Telangana and Andhra Pradesh. Gujarat Legislative Assembly does not have a Legislative Council
