yes democracy is helping in social division as we take the example of India. in India the socially depressed classes and castes are in majority so they are given reserved seat and government jobs as it is not for general class.
In India this rule was made only for short interval of time but the government or political parties for their vote bank extended this for a long time and this is being weak and good difference between Schedule Caste and general cast.
