Vidushaka calls him as an old beggar. Vidushaka also cries like a crow.
A yagna is performed to please Indra to get rain. It is called Indra Utsav also which is celebrated from 8th to 12th day of the first half of Bhadarva month. As a part of this Utsav, a flag is unfurled on a bamboo pillar. Then it is worshipped. It is said that Jayant, the son of Indra tested the strength of Lord Rama as the incarnation of Lord Vishnu. He came taking the form of crow. Therefore crow is offered special food on this occassion. That is why the crow is called बलिभुक.
There is a story of king Vasu in Mahabharata. He advised gods to give up this kind of penance. Lord Indra gave him bead of lotus seed and a bamboo pillar. He planted the bamboo pillar to worship lord Indra. Since then all the kings unfurl a flag to honour Lord Indra. According to some people, इन्द्रमहकामुकः means a dog having desire of Indra's utsava.
