length of the envelope $=18 \ cm$
breadth of the enveolope $=12 \ cm$
The area of the sheet of the paper = length $\times$ breadth
$=(18 \times 12) \ cm ^2$
Now, the number of envelope that can be made out $=\frac{\text{Area of the sheet of the paper}}{\text{Area of the envelope}}$
$=\frac{(72\times48)}{(18\times12)}$
$=4\times4$
$=16$
