Food crisis made the country Vulnerable to external pressures and dependent on food aid, mainly from the united states.
It forced the government to adopt a new strategy for agriculture to ensure food sufficiency. It was decided to put more resources into those areas that had irrigation and the farmers were well off.
Government offered high Yeilding seeds, fertilisers, pesticides and better irrigation at substidised prices and guaranted to buy the produce of farmers at a given price.
Two positive points:
There was rise in wheat production and increase in availability of food.
The rich peasants and large landholders were the major beneficiaries of the process.
Two negative points:
Some regions like Punjab, Haryana and Western UP because, agriculturally prosperous while others remained backward.
The beneficiaries were the rich farmers and the poor peasants were ignored.
