The 'Mahalwari System' was first implemented in the North-Western Provinces and some regions of Central India. The 'Mahalwari System' was introduced in $1822 \ AD$ by a British Officer named Holt Mackenzie.The term 'Mahal' was used for 'village' or a group of villages in the British Revenue records. The unit of 'Mahal' was a 'village' or an 'estate'. According to the 'Mahalwari System' the unit for collecting revenue was not a farmer's farm, but the entire land of the village or its collective land. For the 'Mahalwari System' land revenue was determined after surveying the whole village and taking into account the income from these farms or farm produce. The responsibility of collecting land revenue was assigned to the village headman.The 'Mahalwari System' did not benefit farmers in any way because whether there was a harvest or not, the farmer had to compulsorily pay the land tax to the village headman-i.e., to the British Company.
