Staffing may be defined as the managerial function of hiring and developing the required personnel to fill in various positions in the organisation. This function involves determination of the size and categorisation of required personnel. It is also concerned with employing the right type of people and developing their skills through training. The staffing function focusses on maintaining and improving the competence and performance of the personnel in the organisation.
Staffing is an inherent part of Human Resource Management as it is the practice of finding, evaluating and establishing a working relationship with people for a purpose. Staffing is both a function of management just like planning, organising, directing and controlling as well as a distinct functional area of management and also a different field of study just as marketing management and financial management. Staffing, is therefore, referred as both a line as well as a staff activity.
