We have: $8\frac{1}{3}\%=\frac{25}{3}\%$
$=\Big(\frac{25}{3}\times\frac{1}{100}\Big)$
$=\frac{1}{12}$
$=0.083$
Also, $\frac{4}{25}=0.16$
The third number is $0.15. $
Clearly, $0.16$ is the largest. i.e., $\frac{4}{25}$ is the largest.
