$\mathrm{PbCl}_4$ is good oxidising agent because $\mathrm{Pb}^{2+}$ is more stable than $\mathrm{Pb}^{4+}$ due to inert pair effect, therefore, $\mathrm{Pb}^{4+}$ readily changes into $\mathrm{Pb}^{2+}$ by gaining two electrons.
