Position of the Prime Minister : The Office of the Prime Minister and his (her) leadership of the Council of Ministers is provided in the Constitution.
As the leader of the majority party he overshadows every other office-bearer and becomes the real executive.
Technically the Prime Minister is ‘the first among equals’ but in reality he is the keystone of cabinet arch and is described as the moon among the stars.
(Executive) Powers of the Prime Minister The Prime Minister is the ‘real executive who wields enormous powers. Some of these are as follows .
The formation of the Council of Ministers is a prerogative of the Prime Minister. In fact,the ministers remain in the office during the pleasure of the Prime Minister. A minister who disagrees with the Prime Minister either resigns or is dismissed by the President on the advice of the Prime Minister.
As the head of the Council of Ministers, he presides over the meetings of cabinet and directs its deliberations. He supervises and coordinates working of the different departments.
He is the sole link between the Council of Ministers and the President. He is the sole -adviser of the President.
He plays a vital role in deciding India’s foreign policy.
He is the ex-officio Chairman of the Niti Aayog (earlier Planning Commission) as well as the National Development Council. Thereby he gives direction to the economic development of India.
He is the sole spokesman of the Government of India and makes announcement of the policy decisions of the government.
