Following loopholes were found in the implementation of the ceiling act:
Ceiling Act had so many loopholes which were conveniently exploited by the families of Zamindars. Consequently, they saved their land from the ceiling act and state could not take over their land.
Although the big estates were divided yet the owners of these estables distributed their estates to their relatives and other people.
In many cases, Benami transformers were made in the name of servants. However, they were not the real owners.
In some cases the rich Zamindars divorced their wives, however, the remained with them. In this way, they avoided the provisions of the ceiling act and saved their land.
