On the whole. the volume of water is more on the earth. but the water of seas and oceans is saline (brackish) which is less useful There is only $2.7\%$ of fresh water on the earth. Most of this water lies in the form of ice sheets or glaciers in high mountain peaks and in Arctic and Antarctic regions. Out of this, we have a very little amount of only $1\%$ of fresh water in the form of ground water, rivers, lakes, streams, etc. This is mainly used for irrigation in agriculture. for domestic and industrial uses. Hydroelectric can be generated by constructing dams across the rivers which have abundant water.
