The East India Company implemented a number of systems in India in order to collect land revenue. The Ryotwari System was one of them. The Ryotwari System' was introduced in the provinces of Mumbai and Madras (Chennai) in the early $19th$ century in $1820 AD$. The Ryotwari System' was introduced by Thomas Munro. At the time when the 'Ryotwari System' was introduced, Thomas Munro was the Governor of Madras (Chennai). The main arrangement of this system was- the tiller of land was made the owner of the land. The farmer had to pay land revenue as per the conditions laid down by the government. The 'Ryotwari System' did not have any benefit for land owners (farmers) because of:
$(1)$ Excessive land revenue.
$(2)$ The government had the right to increase land revenue whenever it wanted to.
$(3)$ Whether the crop failed or was destroyed, the 'ryot' (farmer) had to compulsorily pay the land revenue.Though farmers got permanent ownership rights over their land on the basis of the 'Ryotwari System'; they did not benefit in any way due to this.
