In order to determine the socially and educationally backward persons other than Scheduled Castes and Scheduled Tribes, the Government of Gujarat has issued formed a Punch in 1972.
Retired Chief Justice of Gujarat High Court and Chairman of the Law Commission ‘Shri A. R. Bakshi's appointment became known as the Five Bakshi Panchs.
The Bakshipanch formed a committee of experts to determine the backward persons.
As a member of this committee, the internationally renowned Gujarat sociologist ‘I. P. Desai's.
In the survey conducted by Bakshipanch, I. P. Desai provided honorary services as a 'Technical Area Consultant'.
‘Tarabahen Patel’, President of Gujarat University's 'Samajshastra Bhavan' and members of her team made important contributions to the Bakshipanch.
The Bakshipanch considered 'caste' as a unit to determine the social and educational backwardness of a group.
The Bakshipanch studied the economic, social and educational situation of different groups and listened to the representations of different groups and recommended that 82 castes be considered socially and educationally backward.
Bakshipanch submitted its report handed over to the government in 1976.
